MTA Construction & Development Throgs Neck Bridge Project Management Consultant (PMC) Services for TN-87C/TN-PT, Tower Fender Protection and Tower Painting

The Throgs Neck Bridge in New York City connects the Bronx to Queens, carrying six lanes of Interstate 295 over the East River and Long Island Sound.

GPI is serving as the Project Management Consultant (PMC) for the Metropolitan Transportation Authority (MTA)’s first large-scale design-build suspension bridge rehabilitation project for the Throgs Neck Bridge under a PMC delivery model. GPI is providing design oversight, construction inspection, and quality assurance services. Project responsibilities are organized across several key teams, including Commercial Management, Operations Management, Design and Construction Compliance Oversight, Public Outreach, and General Support Services.

Projects TN-87C and TN-PT began in 2024 and are being implemented on overlapping schedules, with construction durations of 24 and 35 months, respectively.

This $157 million design-build effort includes the installation of new fender and fencing systems to protect bridge towers from marine collisions and concrete repairs at the tower pedestals. GPI is overseeing environmental permitting for the completed design, along with the installation of a marine fire standpipe system and FDNY fireboat mooring platforms at both towers. Additional work includes the rehabilitation of tower elevators, replacement of interior tower lighting, installation of new floodlights and navigation lights, and upgrades to the security and CCTV systems at the tower pedestals.

The project involves abrasive blast cleaning and repainting of the tower interiors to remove lead-based coatings and power tool cleaning and overcoating of the tower exteriors. Localized painting of the main suspension cables and suspender ropes is being completed, along with the opening of main cable sections for internal inspection. Select suspender ropes are being removed and replaced for testing purposes. GPI is coordinating closely with the U.S. Coast Guard throughout the process and conducting airflow testing within the main suspension cables.

This comprehensive rehabilitation will significantly extend the service life of the structure while enhancing safety, durability, and operational performance.
