New Jersey Turnpike Authority Garden State Parkway Shoulder Widening & Reconstruction Preliminary Engineering & Environmental Permitting

The Garden State Parkway Shoulder Widening and Reconstruction project, initiated by the New Jersey Turnpike Authority (NJTA), addressed critical safety and operational deficiencies along a high-risk corridor spanning Mileposts 83.6 to 99.5 in Ocean County, NJ.

This section had one of the highest accident rates in the state, with eleven of the top thirty accident-priority locations within the project limits, necessitating urgent safety improvements. The $300 million construction initiative, with a $5.5 million design budget, implemented strategic enhancements, including 12-foot shoulders to improve emergency response times and police enforcement, extensive bridge modifications, and critical highway realignments. The scope encompassed replacing 11 bridges, widening 17 existing structures, lengthening 2 box culverts, constructing retaining walls to minimize environmental disturbance, and reconfiguring EZ Pass lanes near Interchange 83. The project also included asymmetric widening to mitigate environmental constraints while accommodating essential realignments and complex bridge modifications, such as the GSP bridges over CR 571 (Indian Head Road), which facilitated Ocean County’s planned improvements at Interchange 83.

GPI’s comprehensive project role included preliminary and final design, extensive environmental permitting, utility coordination, and development of detailed construction documentation. The project involved a highly complex environmental approval process, requiring early coordination with NJDEP, USACE, the US Coast Guard, and regulatory agencies under the EO215/EIS process to streamline permits for Waterfront Development, Tidelands, Flood Hazard, Wetlands, and CAFRA compliance. A robust stormwater management strategy was implemented, featuring 50 stormwater basins across 27 subareas within 14 HUC 14 drainage zones, along with permeability testing to meet NJDEP compliance. Advanced 3D modeling using InRoads enabled precise geometric assessments and disturbance limit definitions. Construction staging and maintenance of traffic (MPT) played a crucial role in minimizing disruptions along this heavily traveled corridor. Additionally, value engineering efforts optimized construction methodologies through alternative AASHTO superelevation techniques, integral abutment construction, mechanically stabilized earth (MSE) walls, and culvert rehabilitation using lining systems. Proactive stakeholder engagement and regulatory coordination minimized project delays, ensuring alignment with regional infrastructure upgrades.
