Southeastern Drainage Office Bear Creek Structure #03 (Bass Lake) Dam Assessment & Rehabilitation

Bear Creek is a tributary of the Neuse River, the largest river in North Carolina with drainage canals and flood control structures (dams) within Wayne and Lenoir counties. Most of the dams and canals are within Wayne County, with only a small portion in the northwest corner of Lenoir near LaGrange. Bear Creek today drains an agricultural watershed, including crops and intensive animal farming. The creek is primarily fed by groundwater.

The Bear Creek Drainage District was established under the United States Department of Agriculture Soil Conservation Service (now Natural Resource Conservation Service [NRCS]) PL-566, Watershed Protection and Flood Prevention Act. This act guided NRCS to work with local governments to establish drainage and flood prevention structures.

GPI was awarded a contract from the Southeastern Drainage Office, which received a grant through the North Carolina Division Soil and Water Streamflow Rehabilitation Assistance Program (StRAP) to provide engineering and surveying services to design the repair for bringing Structure #3 to current Dam Safety and NRCS compliance.

GPI is currently serving as the engineer of record for the retrofit and provide a structural integrity assessment of the dam, including general site conditions, assessment of burrowing animals, bank erosion, erosion within spillways, cracking or settlement of principle spillway, scour at the outfall, boils along the face, and numerous other checklist items. Other tasks involve permitting, hazard classification, analysis of sediment accumulation, breach analysis, and development of emergency action plan updates.
