Port Authority of New York & New Jersey John F. Kennedy International Airport – Central Terminal Area, Roadways, Utilities, and Ground Transportation Center

John F. Kennedy (JFK) International Airport is undergoing significant renovations, including two new terminals, the expansion and modernization of existing terminals, and a streamlined roadway system.

GPI is providing design-build services for the JFK improvements, focusing on the reconfiguration of the roadway network within the Central Terminal Area (CTA). The design supports the future bifurcation of the terminal approach roadways and includes the construction of a new Ground Transportation Center (GTC) and a multi-level parking structure located in front of Terminal 1. The new facility will accommodate a transit staging area for local buses and support various for-hire vehicle services.

GPI is responsible for assessing ground transportation operations under existing conditions, the various construction phases, and the 2050 “End State” Build Condition design. The team is conducting traffic projections and capacity assessments for both vehicular and pedestrian modes, using HCS, Synchro, and Vissim software to model roadways, intersections, ramps, pedestrian bridges, sidewalks, and crosswalks. The work includes traffic signal warrant analyses and developing new traffic signal timing plans.

GPI is also managing maintenance of traffic for all construction stages, which involves designing entry and exit toll collection plazas, developing both temporary and permanent traffic signal plans, and creating signs, pavement markings, and guiderail layouts. Additionally, GPI is developing mitigation strategies, preparing and evaluating traffic detour plans for roadway and sidewalk closures, and exploring alternatives to enhance traffic flow.

Throughout key milestones of the project, GPI is preparing Traffic Analysis Technical Reports for review and approval. These reports contribute to the broader Transportation Management Plan (TMP) for the initiative. GPI is also providing specialized personnel to serve as the project’s Traffic Manager and Maintenance of Traffic Engineer, ensuring that traffic operations are effectively managed from planning through implementation.
