Prior to ceasing operations in 1970, the historic Lackawanna Cut-Off corridor connected northeast Pennsylvania to Hoboken, New Jersey. A significant portion of the track was removed in the late 1980s. GPI provided engineering services to support the restoration of 28 miles of commuter rail service along the Cut-Off.
The project focused on the segment between Delaware Water Gap, PA and Andover, NJ, updating prior engineering and cost assessments from a 2008/2009 Environmental Assessment. It is part of a broader effort to reestablish passenger rail service in the region, utilizing infrastructure owned by the Pennsylvania Northeast Regional Railroad Authority.
The GPI team conducted a comprehensive evaluation of existing infrastructure and proposed new facilities to support future operations. This included condition assessments of the Delaware River and Paulinskill Viaducts, underwater inspections of river piers, and preliminary designs for a new rail station and parking garage at Delaware Water Gap. The team also analyzed traffic impacts, access accommodations, and alternative transportation options such as ridesharing and autonomous vehicles. Additional work included evaluating track geometry, signaling systems, and Positive Train Control requirements, as well as designing a train yard in Slateford, PA, and conceptual plans for a bridge over the restored rail line. GPI’s work culminated in updated cost estimates and conceptual layouts to guide future development.
