These critical structures, which carry Ramp NET from the NJ Turnpike’s Easterly Alignment to Interchange 17, have been identified for replacement due to significant structural concerns. Structure E112.95A exhibits fatigue cracking in fracture-critical members and fatigue cracks, while E112.95B has been deemed functionally obsolete. This $85 million undertaking employs an off-line bridge replacement strategy to maintain uninterrupted traffic flow on existing structures throughout the construction phase. GPI’s comprehensive scope encompasses developing alignment alternatives and producing an extensive preliminary design report that evaluates geometric configurations, structural replacement options, utility impacts, right-of-way considerations, maintenance of traffic protocols, and coordination with adjacent infrastructure projects. The engineering design incorporates sophisticated elements, including large-diameter drilled shafts, modular deck joints, seismic isolation bearings, and fracture-critical steel pier cap designs, while strategically accommodating future widening Route 3 widening through enhanced lateral clearance at the abutments.

The advancement of the Preliminary Preferred Alternative (PPA) into final design emphasizes robust constructability planning, environmental compliance, and sophisticated staged construction methodologies. The implementation strategy leverages High-Intensity Construction Cycles (HICC) and Accelerated Bridge Construction (ABC) techniques to minimize disruption while navigating complex work zone constraints amid existing infrastructure. The technical approach incorporates advanced seismic analysis, innovative ground improvement strategies such as column-supported embankments, and comprehensive displacement/vibration monitoring of adjacent structures. The design scope extends to include integrated stormwater management systems, ancillary structure design, and bridge drainage and lighting infrastructure. Success hinges on coordinated engagement with multiple stakeholders, including NJDOT, NJDEP, NJSEA, NJTPA, PANYNJ, USACE, Secaucus Township, and Hudson County, complemented by strategic public outreach and utility coordination efforts. Through sophisticated constructability review processes and non-linear staged construction analysis utilizing CSiBridge 3D modeling, GPI ensures comprehensive resolution of technical and logistical challenges while optimizing safety and operational efficiency throughout project delivery.

GPI’s comprehensive project role included preliminary and final design, extensive environmental permitting, utility coordination, and development of detailed construction documentation. The project involved a highly complex environmental approval process, requiring early coordination with NJDEP, USACE, the US Coast Guard, and regulatory agencies under the EO215/EIS process to streamline permits for Waterfront Development, Tidelands, Flood Hazard, Wetlands, and CAFRA compliance. A robust stormwater management strategy was implemented, featuring 50 stormwater basins across 27 subareas within 14 HUC 14 drainage zones, along with permeability testing to meet NJDEP compliance. Advanced 3D modeling using InRoads enabled precise geometric assessments and disturbance limit definitions. Construction staging and maintenance of traffic (MPT) played a crucial role in minimizing disruptions along this heavily traveled corridor. Additionally, value engineering efforts optimized construction methodologies through alternative AASHTO superelevation techniques, integral abutment construction, mechanically stabilized earth (MSE) walls, and culvert rehabilitation using lining systems. Proactive stakeholder engagement and regulatory coordination minimized project delays, ensuring alignment with regional infrastructure upgrades.
