New York State Thruway Authority Downtown Crossing of the Louisville-Southern Indiana Ohio River Bridges (LSIORB) Project Oversight and Inspection

The Louisville–Southern Indiana Ohio River Bridges (LSIORB) Downtown Crossing project is a transformative infrastructure program designed to improve mobility, safety, and connectivity across one of the nation’s most critical and congested transportation corridors. Spanning the Ohio River between downtown Louisville, Kentucky, and Jeffersonville, Indiana, the project included the construction of a new cable-stayed bridge, major interchange reconstructions, and extensive roadway improvements to support regional growth and long-term transportation needs.

As part of a joint venture team, GPI provided construction oversight and inspections, materials inspection, testing, and quality assurance, project controls, and coordination with multiple agencies and stakeholders for this $900-million design-build project. Working on behalf of the Kentucky Transportation Cabinet (KYTC), GPI supported complex construction activities across multiple project sections, helping to ensure quality, efficiency, and compliance throughout delivery.

Key project elements included the reconstruction of the I-64/I-65/I-71 interchange (“Spaghetti Junction”) in downtown Louisville; construction of the new I-65 Ohio River cable-stayed bridge; rehabilitation and reconfiguration of the existing Kennedy Bridge; and development of new approach roadways and interchanges in both Kentucky and Indiana. The work involved numerous bridge structures, retaining walls, drainage systems, utilities, and roadway improvements, all delivered within a dense urban environment with significant traffic constraints and challenging subsurface conditions.

GPI also led project controls and document management efforts, utilizing platforms such as SiteManager, ProjectWise, FileHold, and SharePoint to manage and track project documentation, including Released for Construction (RFC) plans, shop drawings, Requests for Information (RFIs), and Non-Conformance Reports (NCRs). In addition, the team oversaw materials sampling and documentation processes in accordance with KYTC and INDOT specifications, supporting consistent quality assurance across all phases of construction.

GPI contributed to the successful delivery of a complex, high-profile transportation program that enhances cross-river connectivity, improves safety, and supports economic development throughout the Ohio Valley region.
