The Tappan Zee Bridge Replacement project, now the Governor Mario M. Cuomo Bridge, was a transformative infrastructure investment to replace an aging, functionally obsolete crossing along the I-287 corridor over the Hudson River. As one of the largest bridge and highway projects in North America, the program addressed decades of structural deterioration, traffic congestion, and limited transit capacity, delivering a modern, resilient crossing designed to improve mobility, safety, and long-term reliability for one of the region’s most critical transportation corridors.
GPI served as part of the design-build project team, providing independent quality assurance services, including construction oversight and inspections, materials inspection, testing, and quality assurance, quality-focused project controls, and coordination with the design-builder and project stakeholders, for this $3.14-billion bridge replacement program. The project involved constructing a new three-mile crossing featuring twin spans with eight general traffic lanes, full shoulders, and accommodations for future transit enhancements.
Originally constructed in the 1950s, the existing bridge had exceeded its intended service life and was operating under increasing traffic demands, carrying approximately 138,000 vehicles daily. The replacement program addressed these challenges through the delivery of a modern structure incorporating improved safety features, increased capacity, and expanded multimodal access, including a shared-use pedestrian and bicycle path.
As the independent quality assurance engineer, GPI was responsible for providing comprehensive oversight of the design-builder’s work throughout both design and construction. This included conducting quality audits of management, engineering, and construction activities; reviewing quality control procedures; and performing verification sampling and testing to confirm compliance with project requirements. All quality assurance efforts were implemented in accordance with ISO 9001 standards to ensure the integrity, durability, and long-term performance of the finished structure.
