West Virginia Department of Transportation, Division of Highways Wellsburg Bridge Quality Assurance Management

GPI provided quality assurance management (QAM) services, including construction oversight and inspections, materials inspection, testing, and quality assurance, schedule review and monitoring, project controls, and coordination with the contractor and owner, for the $148-million design-build project on behalf of the West Virginia Division of Highways (WVDOH). GPI’s role included overseeing construction quality assurance inspection activities, certifying materials, and reviewing the contractor’s quality control efforts to ensure compliance with project requirements.

In addition, GPI performed comprehensive CPM schedule reviews, including evaluation of baseline, progress, and delay schedules, supporting effective project tracking and timely delivery. Through these efforts, the team provides critical insight into construction progress and helps identify potential impacts to schedule and performance.The project features the construction of a new Ohio River crossing with drilled shaft foundations and steel girder approach spans, highlighted by an 830-ft tied arch main span, one of the longest of its kind in the United States. Supporting infrastructure includes a 4,300-ft retaining wall along WV Route 2, a new bridge over Ohio Route 7, and roadway tie-ins connecting to WV Route 2 in Wellsburg and Third Street in Brilliant.Through its quality assurance and schedule oversight role, GPI is helping to ensure the successful delivery of this complex, multi-state transportation project while maintaining high standards of quality, safety, and performance.
