New York State Department of Design & Construction Term Agreement for Pedestrian Safety Action Plan (PSAP)

The Pedestrian Safety Action Plan (PSAP) for the New York State Department of Transportation (NYSDOT) was created to enhance pedestrian safety across Region 8 (Hudson Valley) and Region 10 (Long Island).

The primary purpose of this contract was to develop recommendations and prepare construction design plans for improvements to enhance pedestrian safety throughout both regions. The team utilized ESRI Survey 123 for data collection to perform field inventories of existing pedestrian accommodations at uncontrolled crosswalks and signalized intersections. Additional assessments led to the development of recommendations for approximately 1,000 uncontrolled crosswalks and 1,500 signalized intersections.

Recommendations included:

  • New traffic signals
  • High-visibility pavement markings
  • Pedestrian warning signals
  • Installation of Rectangular Rapid Flashing Beacons (RRFBs)
  • New pedestrian signals
  • Installation of Leading Pedestrian Intervals (LPIs)
  • Increased pedestrian signal timing
  • Installation of ADA-compliant push buttons, curb ramps and sidewalks.

GPI assisted with implementation of the recommendations by supporting NYSDOT Regions with construction design plans for over 265 locations. The team developed three PSE packages for PSAP improvement, covering 50 signalized intersections and 5 uncontrolled crosswalks throughout Region 8.

For Region 10, NYSDOT developed multiple PSAP improvement Requirements contracts.
